Let's start!
Open a new canvas, size 650x650.
Open the template, select all the layers, and move on to the canvas. Remove layers INFO and Favors.
Resize and make sure there is plenty of room for other elements and a mask later on.
Change the color of the Dotted Oval to #8a684b.
Place Paper2 over the Tan Circles. Create a clipping mask to the top one. Move around so you see a little light sparkle at the top.
Duplicate the paper and move it to the bottom circle. Again, move it around so you only see a little sparkle. Add a drop shadow to the Tan Circles.
Place Paper5 over the oval red. Resize and create a clipping mask. Move it around so you only see mostly solid red on the left side. Add a drop shadow.
Place Paper6 over the circle grey. Resize and create a clipping mask. Move it around so you see mostly see the darker part of the paper with some sparkle. Add a drop shadow.
Over the square green, place Paper2. Resize and move around so you can see most of the sparkle at the top. Create a clipping mask and add a drop shadow.
Select the pixels of the star white and fill with #e8d1bf. Add a noise and a drop shadow.
Place Paper1 on the star red and create a clipping mask. Resize and create a clipping mask.
Select the pixels of the white squares and fill with #fffbec.
Select the pixels of the white squares. Expand by 2. Add a layer below the white squares and fill with #b0a58c. Add noise and a drop shadow.
Change the color of both black strips to #211001. Add a drop shadow to both.
Change the colors of the merged copies and the dotted line to #ba987b .
Change the color of the word art to #211001.
You will need to duplicate the word art before changing the color overlay. Erase everything but the "party" word art and leave that one alone on the copy layer.
Now with the fireworks, duplicate the fireworks and erase the one on the left. Move the lower left firework behind both layers from the white squares and leave the upper right firework in place.
Add a drop shadow.
Now let's work the the elements and tube.
Place the tube on the right side of the template over the firework. Resize and add a drop shadow.
Behind the oval red, place the city and flip horizontally. Make it stick out the top a little, but not on the sides. Resize and add a drop shadow.
Below everything, but on top of the mask, place the beads and resize. The should stick out on the lower left hand corner only. Erase anything else.
Behind the tube on the right, place the disco ball. Resize and add a drop shadow.
Behind the tube and disco ball, place the wands. Resize and add a drop shadow.
To the left of the tube and in front of her, place the mask. Resize and add a drop shadow.
To the left of the mask, place the glass. Resize and add a drop shadow.
To the left of the glass, place the bubbly. Resize and add a drop shadow.
Behind the bubbly and to the left, place the clock. Move the clock layer so it sits under the word art. Resize and add a drop shadow.
Behind the elements, place the ribbon so it fills some space behind the mask, glass, & bubbly. Erase the parts of the ribbon that stick out over the clock. Resize and add a drop shadow.
In front of the clock on the left, place the lipstick. Resize and add a drop shadow.
Place the bubbles over the glass. Resize so you have tiny bubbles coming up from the glass.

Name
Main color is #6c0002.
