Let's start!

Open a new canvas, size 650x650.
Move the tractor on to the canvas. Keep it rather large, but resize it so it's not taking over the canvas. Add a drop shadow.
Move fence2 in front of the tractor. Resize so you can fit two along the tractor. Resize and add a drop shadow.
On top of the fence on the right, place the cowgirl hat on the end post. Resize and add a drop shadow.
Move grass1 behind the tractor. Resize and duplicate so it stretches the length of the tractor.
Take another copy of grass1 and move it in front of the tractor. Copy the same steps as before. Add a drop shadow to all layers.
Place the tube in front of the tractor and grass. Resize and add a drop shadow.
Behind the tractor on the right, place a cactus. Resize and add a drop shadow.
Duplicate the cactus and move it to the left side behind the tractor. Flip horizontally. Resize and add a drop shadow.
Behind the cactus on the right, place grass3. Resize and make sure it doesn't hang off the canvas. Duplicate the grass and move it to the left side behind that cactus.
Behind the tractor and the cactus on the left, place the windmill. Resize and add a drop shadow.
In front of the fence and to the left of the tube, place the horse. Resize and add a drop shadow.
Between the fence and the horse, place the basket at the edge of the fence. Resize and add a drop shadow.
On the right end of fence, place the hen and the eggs. Make sure they sit behind the tube. Resize and add a drop shadow.
Place the wheel against the fence on the right side. Move it between the hat and the fence so the hat sticks over the wheel. Resize and add a drop shadow.
Place the dirt underneath the fence and tube. Use a few more copies to cover the area in front of the fence. Resize and flip them.
Take the weeds and the wheat and place them on the right side of the fence. Move the wheat in front of the wheel and the wheat behind the fence. Resize and add a drop shadow.
Duplicate the weed and wheat on the left side.
Take grass2 and move it in front of the basket. Make it small and flip horizontally. Add a drop shadow.
Take a larger copy of grass2 and place it behind the basket. Duplicate it and make a smaller copy. Do this along the line of the fence. Add a drop shadow to them.
In front of the grass, place the plants. Resize and add a drop shadow. Duplicate the plants and make it smaller. Duplicate these two and move along the line of the fence. Add about three copies of the two plants along the fence line.
Place the chicken wire behind everything. Resize if necessary.
In front of everything, place the wordart1. Add a drop shadow.
