Let's start!
Open a new canvas, size 650x650.
Place the frame on the canvas. Resize and add a drop shadow.
Place paper 13 behind the frame. Resize smaller.
Place the tree behind the frame on the right. Resize and add a drop shadow.
Duplicate the tree and place the copy on the left side. Make it slightly taller than the tree on the left.
Place the bow toward the top of the tree on the right. Resize and add a drop shadow.
Duplicate the bow and place it on the other tree.
Place the tube in front of the frame. Resize and add a drop shadow.
Place the bauble tree behind the tube and to the right. Resize and add a drop shadow.
Between the tube and the bauble tree, place the stocking. Move it behind the tube, but in front of the bauble tree. Resize and add a drop shadow.
Behind and to the right of the bauble tree, place the ribbon. Resize and add a drop shadow.
In front and to the right of the ribbon, place the decor. Resize and add a drop shadow.
Duplicate the ribbon and flip it horizontally. Move to the right side of the frame. Erase any parts of the ribbon sticking out.
Duplicate the decor and flip it horizontally. Place it on top of the ribbon on the left side.
To the left and behind the ribbon, place the candy canes. Resize and add a drop shadow.
In front of the ribbon and candy canes, place the candles. Resize and add a drop shadow.
Behind then candles and tube, place a bauble. Resize and add a drop shadow.
Duplicate the bauble and flip it horizontally. Move it to the right of the first bauble.
Take the snow bank and place it in front of everything but behind the tube. Resize so you can fit another copy to the right. Resize and add a drop shadow.
Duplicate the first snow bank and place it behind the first. Move it to the right so it covers the front of the tag.
Place the cat in front of the snow bank on the right side. Resize and add a drop shadow.
Take the word art and place it on the canvas. Duplicate the word art.
On the first copy, erase "Christmas" and leave "Merry".
On the second copy, erase "Merry" and leave "Christmas".
Move them in front of the tube and arrange them so they cover her a little and they are not spaced out too far. Resize and add a drop shadow.
Place the hat over the end of Christmas. Resize and add a drop shadow.
Place the snow sparkle on top of everything. Erase anything that covers the tube's face and head and sticks outside the tag.
Place the frame on the canvas. Resize and add a drop shadow.
Place paper 13 behind the frame. Resize smaller.
Place the tree behind the frame on the right. Resize and add a drop shadow.
Duplicate the tree and place the copy on the left side. Make it slightly taller than the tree on the left.

Take the word art and place it on the canvas. Duplicate the word art.

Name
Main color is #580707.
Select the pixels of the name and expand by 2.
Add a layer below the name and fill with a gold color then add noise and a drop shadow.
Add a bevel and change the gloss contour to Rounded Steps.
Change the shadow mode to white.
Turn off global light. Change angle to -156 and altitude to 26.
Mask
Open a new canvas, size 600x600.
Open paper 13 and resize to 600x600. Place on top of the canvas.
Open the mask and move on top of the paper.
Remove the white background and place the mask behind the tag.
Make it evenly stretched on all sides.
Add your tagger mark and copyright information.
Crop off any extra canvas.
Save as a .psd & .png.
