Let's start!
Open a new canvas, size 650x650.
Place the frame on the canvas. Resize and add a drop shadow.
Place the tube with the couch and hat in front of the frame. Erase part of the frame that covers the top of the tube's head. Move the tube behind the frame and merge the tube with the frame. Add a drop shadow.
Place paper 1 behind the frame. Resize, there should be no need to erase.
Place the fence behind the frame on the left so a little peeks out. Resize and add a drop shadow.
Duplicate the fence and move it to the right side.
Place the sand in front of the frame and both fences. Resize and add a drop shadow.
Place a post on the left side of the frame. Resize and add a drop shadow.
Duplicate the posts and move to the right side.
On top of the sand, place the shells. Place it more to the left side and hide some behind the posts. Resize and add a drop shadow.
Duplicate the shells and make them smaller. Move to the right side and hide a little behind the posts.
Place the compass between the two copies of shells. Resize and add a drop shadow.
Set the scroll on top of the compass. Resize and add a drop shadow.
Set the message in a bottle behind the shells on the left side. Resize and add a drop shadow.
Behind the posts on the right side, place the bag of shells. Resize and add a drop shadow.
Behind the bag of shells, place the lighthouse. Resize and add a drop shadow.
On the left side, behind the posts place the preserver. Place it so it appears to be a part of the frame. Resize and add a drop shadow.
Behind the preserver, place the pail. Resize and add a drop shadow.
On the pail's handle, set the bow. Resize and add a drop shadow.
Take the net and place it behind the frame and on top of the fence on the left. Flip it horizontally and set the net so it appears to cover the fence. Resize and add a drop shadow.
Duplicate the net, flip horizontally, and place it on the fence on the right.
Place the sail boat behind the frame and on the couch behind the tube. Resize and add a drop shadow.
Place the frame on the canvas. Resize and add a drop shadow.

Place the sail boat behind the frame and on the couch behind the tube. Resize and add a drop shadow.
Name
Main color is #232756.
Add a stroke, size 2, in #f9f3eb.
Add a drop shadow.
Mask
Open a new canvas, size 600x600.
Make a new layer and fill with #191c3e.
Open the mask and move on top of the blue layer.
Remove the white background and place the mask behind the tag.
Make it evenly stretched on all sides.
Add your tagger mark and copyright information.
Crop off any extra canvas.
Save as a .psd & .png.
